Utica is small, 1.759 square miles and 5,245 people at the 2020 Census, but its plumbing has more going on than the size suggests. The Clinton River runs through the center of town and floods the low streets at known river stages. The city has lead service lines that state rules require it to replace. And only 36.2% of homes are single-family houses. We cover both Utica ZIPs, 48317 and 48315, including the historic downtown and the condos built since 2000.
Downtown Utica and the Clinton River parks
Utica was platted in 1829 under the name Harlow and incorporated as a village in 1838. Fires in 1905 and 1906 destroyed many of its older buildings, so few downtown structures predate 1906. The historic district centers on Cass Avenue and Auburn Road. Along Auburn are City Hall, the Utica Public Library at 7530 Auburn and Memorial Park, which a boardwalk links to Clinton River Heritage Park and its canoe launch. Grant Park and Pioneer Park, home to a Shelby Township dog park, round out the spots you might steer us by. Shelby Township borders the city on the north and Sterling Heights on the south, and Hall Road runs along the south edge, where the M-59 freeway ends at Van Dyke, and Van Dyke (M-53) cuts across the east side. Underground, Utica's sanitary lines feed the county's Macomb Interceptor Drain Drainage District, the same system that runs beneath Fraser's 15 Mile Road. Lining the city's mains does nothing for a cracked lateral on your side of the property line.
River stages, clay laterals and a 1970s housing core
Utica's DPW says Memorial Park floods when the Clinton River reaches about 12 feet, and the Davis Street neighborhood between River Vista and Nichols floods at about 13. In April 2026 heavy overnight rain pushed the river over its banks, closed Clinton River Heritage Park and left residents wading down their own street.

River water at the curb and sewage in the floor drain are separate problems with separate fixes. Groundwater and surface water call for a working sump and good grading; a sewer backup calls for a cleared lateral and, where it fits, a backwater valve. In 2023 the city announced plans to line every public sanitary sewer line to cut groundwater infiltration and to replace the aging Davis Street lift station.
The houses are a mix. The median build year is 1976 and the 1970s are the biggest single decade at 21.4%, but 25.2% of homes predate 1960 and 6.4% predate 1940. Older homes in the core usually have clay laterals, cast iron drains and galvanized or early copper supply. The 1970s condo and apartment buildings run copper supply into shared stacks. With 16.1% of units in buildings of 20 or more and 40.9% of households renting, many calls come from landlords who need a repair done without leaving a whole building dry.

Plumbing for older homes and apartment buildings by the river

Main water line repair and replacement
Utica has lead service lines that must be replaced under Michigan's Lead and Copper Rule, per a March 2023 report. The pipe where your line enters the basement tells you which kind you have.

Sewer inspection and line repair
The city planned to line its public sewers against groundwater; private clay laterals under pre-1970 homes are next in line. A camera run shows open joints letting water in.

Sump pump installation and repair
The Clinton River topped its banks in April 2026, and the Davis Street area floods at about a 13-foot river stage. A pump and its discharge line get tested before spring.

Water heater installation
The city building department on Auburn Road requires a permit and inspection to change a water heater. In a condo, the venting and drain pan often limit which replacement fits the closet.

Garbage disposal installation and repair
With 16.1% of units in buildings of 20 or more, one disposal clog can back up a drain line shared by several units. Grease from one kitchen ends up in the stack below.

Commercial plumbing
Fires in 1905 and 1906 cleared much of the old downtown, so storefronts around Cass Avenue and Auburn Road date from the rebuilding and have usually been replumbed more than once.
A water heater swap here needs a city permit and inspection. Utica runs its own Building Department at 7550 Auburn Road, which issues plumbing, mechanical, electrical and building permits. In multi-unit buildings, a kitchen drain shares a line with the units above and below, so what goes down one sink reaches the neighbors. Our list of what not to put down a garbage disposal is worth taping inside a rental's cabinet door.
Up Utica Road from our 14 Mile office
Our office sits on Janet Ave just south of 14 Mile. We take 14 Mile west to Utica Road, which crosses it just west of Garfield Road and runs diagonally northwest the rest of the way. The road carries the same name at both ends.
Tell us whether it's a house, a condo or a unit in a larger building, and where the main and unit shutoffs are if you know. In a multi-unit building we find the riser or stack that serves the problem unit before shutting anything off, so the other tenants keep water while we work. In older houses near the river we start at the floor drain and cleanout and run a camera down the lateral if backups repeat.

Utica questions about lead lines and Clinton River flooding
Does Utica have lead water service lines?
Yes. A March 2023 C&G News report said the city has lead service lines that must be replaced under Michigan's Lead and Copper Rule. To check yours, find where the water line enters the basement. Lead is dull gray, scratches to shiny silver and won't hold a magnet. If that's what you see, ask the city about its replacement schedule and use a filter certified for lead in the meantime.
Why does my Utica water sometimes come from Shelby Township?
Part of the city gets its water through Shelby Township's system. When GLWA lifted its August 2022 boil-water advisory for Utica, homes and businesses from Northpointe Boulevard to Schoenherr Road stayed under it because Shelby supplies them. Both systems carry GLWA water that started at the Lake Huron plant. If you live in that strip, watch for notices from Shelby as well as from Utica.
